For the priority just set it to 1 since it's the only mod you'll have recognized and for the compressed value just set it to true as it appears that is the default value.
Maybe try manually entering it in with the directory pointing at one of your mod directories. If you do use the mod Id suggest turning off Steam Cloud Saving for Torchlight 2: Turning off Steam Cloud Save is strongly recommended. It comes with a Windows installer, so its really easy to set up. Open that mods.dat file with notepad and this will contain the information about the installed mods. This will allow you to respec your characters stats and skills without having your character marked as a cheater. Go into your mods directory and you'll see all the mod folders that you put in there but there should also be a file mods.dat.
